Is an ultrasonic humidifier on a timer

good enough to go along with a dripper in a panther cage(16x16x30) to add enough humidity and along with misting 3 times a day for drink?
 
that would vary according to how much your humidifier puts out ,the length of your misting and the type of humidity/ enviroment you are trying to acheive (not to mention over planting and design of your cage), the only way to know is to have a digital hygrometer with a probe, zilla makes a decent digital thermometer/hygrometer with a seperate probe for each ,for about $20 it also records highest and lowest readings. you may sort of be able to guess temperatures (not recomended), but humidity is impossible to guess accurately
 
When I first set up a cage with a humidifier and figure out how often and how long to cycle it, here's what I do:

Set the cage up with all plants, lights, etc. Spray it down as you normally. I assume most days you'd do it at about the same time (before leaving for work etc). Record the relative humidity. Watch the humidity level fall as everything dries out and record how long it takes to get TOO dry. This will tell you how often you would need to spray to keep the humidity within the proper range. Now, add the humidifier into the mix. Spray the cage. When it dries out, start the humidifier and run it until the cage humidity rises back up to the level you want. Record how long that takes.

By doing this you can figure out:
a) how well your regular spraying raises the cage humidity and how fast it dries out again.
b) when you would need to set the humidifier to come on after you sprayed.
c) how long the humidifier needs to run to get the cage humidity back where you want it.

With a multiple setting lamp timer you can control the humidity cycles. I think you'll find that with a humidifier you will only need to spray for drinking water once or twice a day depending on how dry your room is. In winter a forced air furnace will dry the air out and in summer an AC will also. You'll just have to figure the cycles out based on your particular room.
