I am based in South Africa and this was found on the road. Could it also be a Flapneck?

Yes, if it was found in South Africa then it is a flap-necked chameleon, Chamaeleo dilepis. In the photos it was difficult to see the occipital lobes because of his coloration, but looking more closely, I can see them now.

Thanks for the info Chris. So you say its a Male? Any idea of the approximate age?
 
It is a male. You can clearly see the hemipenal buldge. To be sure do you see small spur on the back side of the rear foot?
