I believe the IS is about gone on my camera. Guessing I dropped it one too many times.

What type camera do you use?
Shutter speed can be blamed. If it is a DSLR camera, you can correct it with using higher ISO, or bigger blend, or both, or use flash.... but maybe you know this already, so im just said.
Try to use a tripod/stativ, but be sure that the image stabilizer is OFF, when camera is on the tripod! Good luck!
