It could possibly be parasites, you would need to see a good reptile vet that has experience with chameleons. If you are seeing blood in the fecals, you need to see a vet ASAP.

Feeding - What are you feeding your cham? What amount? What is the schedule? How are you gut-loading your feeders?
Supplements - What brand and type of calcium and vitamin products are you dusting your feeders with and what is the schedule?
Watering - What kind of watering technique do you use? How often and how long to you mist? Do you see your chameleon drinking?
Fecal Description - Briefly note colors and consistency from recent droppings. Has this chameleon ever been tested for parasites?

Lighting - 40 watt daytime bulb I have on From 10:00am to 10:00 pm
Temperature - Day time: 85 f Night time: 70 f. tempature gage in room
Humidity - Not sure the humidity but its not high.
Plants - Just plastic vines with palstic leaves
Placement - It's a high traffic room with ceiling fan and the cage is below a window.
Location - Newark' Delaware
Current Problem - Runny droppings with a little red he also does not change color that much and is pretty skinny.
Also he is not that old and we had reptile bark in his cage and saw him eat a half inch piece but he has pooped since.

You need to fill out the top part of the form, that info is very important. Are you not using a UVB bulb?

Feeding - We feed him 2 small crickets a day every day at noon. Our crickets are dusted with calcium once every two weeks we feed them Flucker's calcium fortifyed gut-load and to eat potato.
Supplements - We use Flucker's clacium powder every 2 weeks
Watering - We mist his cage once a day and have a dripper on while the light is on.
Fecal Description - the poop was pretty runny with a little red in it. He has not been tested for parasites.
History - he eats and drinks every day

How old is the cham? Is it a baby, adult? Get rid of the substrate (bark). He doesn't need it and it can cause impaction. Feeding: 2 small crickets a day for any chameleon is terribly underfed. That would be one reason why he is "pretty skinny". It would help to know an idea of the age to be more specific on what it should be eating. Supplements: Calcium with NO D3 should be given 5x per week, Calcium WITH D3 2x per month and a multivitamin 1-2x per month. I use the RepCal brands. Fecal: There are 2 parts to the fecal, the brown poop part and the (should be) white urate (pee) part. What color is the urate? If it is orange, it indicates possible dehydration. Lighting: You need to be using a UVB bulb. The safest and most recommended is the long tube style ReptiSun 5.0. Plants: Using live safe plants help with the humidity. Gutloading: This is very important. What you feed your feeders, is what you feed your cham. he is very malnurited. you need to feed him as much as he will eat for the next week as well as dust LIGHTLY every feeding. move him to a more balanced feeding schedual after the first week. i also suggest giving him a few treats like hornworms, silkworms and waxworms!. you will also need to buy calcium with d3, and a multivitamin with NO Vitamin A, but rather with beta-carotene! most keepers on the forums will sugest Rep-Cal brand for all suppliments!
your temps are fine, but good Lord get that guy a uvb light! linear tube reptiSUN or reptiGLO 5.0. and please get humidity reader!, humidity isnt too important for veileds, but it is still sufficient to get one! buy a real live plant to help keep in humidity, pothos, hibiscus, ficus, schefflera.
please dont take this in offence, but it sounds like you didnt do too much research, you cannot just read one care sheet and think youre golden. please seek a vet, this guy may have an internal infection, a broken bone that could possibly have punctured something, or parasites.

Drbarber, as you've only had this chameleon 2 1/2 weeks, it's most likely that the previous owner started these problems. (Did you get the set up with the chameleon by any chance?).
Chameleons need both UVB and UVA light to stay healthy. If you can put him outside for a couple of hours a day, that will probably be enough, if not, you need a special bulb for the UVB. The one most commonly recommended is the Repti-sun 5.0. He can get his UVA from a regular incandescent light. That light will provide your heat for basking.
You should be able to find a reasonable quality hygrometer to measure humidity for under $20. Check garden supply at places like Wal Mart and Home Depot.

two small crickets a day! At any age you are starving the poor thing to death. If he is a juvenile, he should be eating about 15 crickets a day! Please people, educate yourself before you take on one of these animals! They are amazing creatures and deserve to be treated in a manner that will provide them with a healthy life.
