it took me about 1 minute to even find him in the picture- this is MUCH too small. The ideal photo would be closer up with him walking straight with his tail out, or a close up photo of the back feet. With veileds, the male will have a spur on his back foot that looks a bit like a pimple. Females do not have this.
 
I'm thinking female but if you can get a clearer and closer picture of the back leg, I'll give a more definite answer.

Are these any better? He's always clinging to something so I can't see. They look the same as the front feet.

Still don't see any so I'll say female.

As I look at his back feet he has a little bump on his heel. Not really where a spur on a boot would be. Can you link me to a picture of what it should look like for a male.

Also if she's female is it guaranteed she'll lay eggs?

Female veileds can produce eggs without having mated so IMHO its wise to have an appropriate place in her cage for her to dig to show you when she needs to lay eggs. Whether they do or not seems to depend partly on the husbandry. If the food consumption is controlled and the temperature slightly lower at the appropriate time in her cycle it seems possible to stop the reproduction.
