Ideal set up for young cham??

Hi, I am planning on getting a veiled cham soon. However, I am wanting to have everything set up and ready to go when he gets here. Since he is a young fellow, I would love any advice on setting up his habitat to the ideal specs. I have someone that is going to build a cage for me because all the standard ones I've seen (except for the smaller ones) wouldn't fit too well in the space we have for the apartment. It will end up being taller than wider, so how to set up the heating lights & UV lights is a major thing that I need help with. I'm having the cage custom built because I don't want to deprive him of space, but in doing so I definitely don't want to cause him any problems because of improper lighting.

1. Best way to get to & maintain correct humidity & temp?
2. Best set up for vines, lights, etc. (I read that when they're young it's best to keep it simple, but still with enough hiding places, and add as they grow?)
3. I wasn't sure about a fogging system, but the more I read the more I am seeing that they're pretty much a necessity. What are the best ones as far as for the money?
4. Best substrate to use? (I've seen a lot of set ups that went with the more natural looking substrate, but some that just used different plastic trays or trash bag like film.

Any pictures that display setups are MORE than welcome!
 
use house bulbs for basking lights.
i simply place them on the top of my cages, or hang them for chams who like cooler temps.
there is no best set up for vines, just make sure they wont collapse when hes on them, and that they arent too wide for his feet to grasp.
lots of foliage, esp when younger is good for them, makes them feel safe.
i prefer a mistking system to a fogger, provides water and humidity all in one.
and finally, no substrate. they will eventually eat it, and it can cause impaction.

What about the UVB lights? Since the cage is gonna be a little taller than the standard ones, will it still be ok to just have one on the top with the basking light?

We aren't sure of the exact measurements. We won't figure those out until today due to my boyfriend loses everything that isn't nailed down so we can't find our tape measure. I'm guessing with the area we have available anywhere from 3 1/2 to 4 1/2 feet.
 
if you get a male, go for the taller.
and you can use a reptiglo or reptisun uvb tube light. 5.0 or if it needs more light cuz its denser, a 10.0

So it would be fine to place it at the top instead of along side of it?
