No idea what that is. Appears to be a prolapse of some sort. Personally I’d be calling a vet.

I put a bunch of vaseline on it and it went back in

ok well I would go buy some regular plain KY jelly just in case it happens again. Vaseline is not really a good thing to put on it because it is internal. Keep an eye on it. looked to be a prolapse but I could not tell what kind. More then likely may need a vet to intervene and correct the issue. But you want a real reptile vet for this.

Definitely don't use Vaseline on anything that protrudes from that area.
Hopefully it won't come back.
