What's the best way to tell humidity level and keep it humid?

You will need a hygrometer to measure humidity levels. A digital one is best but an analogue one is better than none at all. To keep humidity levels up you should use live plants as they hold moisture better. Regular mistings (allow to dry between each misting) and if you use a screen cage then attaching a shower curtain or plastic sheet around the sides can help keeping humidity up.

also running a dripper throughout the day can help some too. If it is super dry some people will run a humidifier in the room.

Be careful you are not referring to a "vaporizer" that heats water into steam to relieve congestion. The heat will be too much for a cham cage. There are two basic types of humidifiers; evaporative (uses some sort of wick or cloth or paper filter and a fan blowing through it...you won't see any fog) or ultrasonic (which uses high frequency vibrations to nebulize water into very fine fog you can see).

Evaporative humidifiers need the filters or wicks replaced and a lot of bacteria and molds can grow on the paper/cloth wick. Hard water deposits build up on it too.

Ultrasonic humidifers don't need any sort of wick, but you do have to keep the nebulizer disk and the water reservoir clean. Hard water will damage it over time unless you keep it clean too.
