Law doesn't deter crime.... consequences do, and if there's no none to serve consequences, crime goes rampant, including people who normally wouldn't commit crimes, its human nature.

Tell me exactly what crime it deters? Old ladys will start looting if they dont see a beat cop? People will ignore traffic signs? Just suddenly totally, lose all control? Your example is an extreme that happened 40 yrs ago. Mob hysteria! Im sure there was more to than folk just simply hearing of strike and thinking 'oh hell, I hate my boring job, ill go on a crimal rampage of violence today, right after my boiled eggs and toast!
police dont go on strike these days. Law abiding people just dont commit a crime because cheif wiggum is busy in the Ihop eating donuts with his back turned!
What made those people commit crimes of violence? Just because they thought they'd get away with it? I dont beleive that, They were so inclined to begin with, if they were well raised and balanced individuals they would never consider it, they would be inside their homes or going to work as usual. Like everybody Not involved was! Which technically disproves it!

Ofcourse we need police, but they do not deter a person intent on crime,
they can only deal with the aftermath. If your talking about their prescence deterring crime like shoplifting, then yes obviously, but not serious crime that shatters lives. If some physco wants to follow a girl home, rape her, bash her skull in with a hammer and try to burn the house down with her in it (This happened two blocks from me, accross the street from my childrens primary (elementary) school), then they obviously arnt deeply considering the possible consequences. Therefor consequences dont deter, the law does not deter either!
Did campus police deter the columbine gunmen? Or any since? NO. Neither obviously did the fact that blowing people away was 'Ooooh, against the law". We are breeding the phsycos, or the decent citzens of tomorrow, its the time betweeen that counts, that determins which they are.
