Hi I really need some advise , it's actually my partners chameleon but thought I would try find some help on here for him. Our cham is about 9 months old and over the last few weeks we have noticed some little dots on him that were a different colour to the rest of him..... but today the spots are raised and almost look fury :/ I don't know what to do.

That looks like a fungal infection of the skin. Vet ASAP. They need to culture it, clean the growths off, and prescribe medicine. This is not something you can treat at home and will likely be fatal without treatment.

I agree that looks like a fungal infection. Although the sunken eyes could be caused by dehydration, they could also just be a result of the infection. The color also likely indicates he is suffering.

Like Lathis said, you really need to take him to a vet who has chameleon knowledge. That is going to be the only real way to treat it. After you have the vet appointment worked out, you will probably want to go over your environment to eliminate any possible causes.
