Help! Is this CANV?

I will start off by saying this is not my chameleon.
My girlfriend is a manager at Petco, and some girl called today and was sick of the way her brother was treating his chameleon. He was kept in HORRIBLE conditions, so she took him and surrendered him to Petco. So my question is what exactly is this? My guess after reading a few threads was canv. Obviously I could be wrong but would like opinions. Any tips on what she should do? I don't have the space or funds or supplies and materials to take on another cham with issues right now or else I would bring him home and do what i can.
On another note, If anybody would like to take care of him that has the time/ money and enclosure and everything else I will gladly bring him to you. Anywhere in the greater los angeles area.

My first guess was a burn, but I was told he was kept in a dark enclosure with only a small red light.

You need to go to vet asap. That has, in my opinion, a high likely hood of being fungal. Has any of it come off or have you peeled any of that to see what is under it?
If it was my animal, I would go to Defcon 2 and prep for war with that problem.

This is him now. My girlfriend soaked him and took off what she could. She's applying an ointment I don't remember the name right now (I'll find out later today and post it). I definitely agree it's prob a fungus and he can prob use an oral anti fungal. Hopefully she is able to get him to Dr Greek soon, her work schedule is making things difficult at the moment.

I need close up photos of the areas affected to see better, I don't need to see his head. There are possible burn characteristics along the top and one side but I cant tell from the distance
