Help heating my enclosure!

I have a 18*18*36 reptibreeze for a future chameleon. I have a 150w ceramic heat emitter (24/7) and a 150w heat bulb (during the day). The problem is that my basement where the cage needs to stay is on about 59 degrees fahrenheit and I'm can't turn up the heat.
I use a digital thermometer to measure the temperature and even with both bulbs on the enclosure it only gets up to about 70 degrees for some reason, and thats only near the top.
I'm not used to heating screen enclosures, since this will be my first chameleon. If I had those bulbs on a glass tank of the same size it'd be over 100 degrees in there.
So, how do I heat up an enclosure that's so open and in a cool place? If I absolutely have to I'll move it to my bedroom which is warmer, but I have everything perfectly set up and even installed a shelf into the wall above it to hang the lamps and fogger from (I don't want my chameleon getting burned on lamps that are sitting on the screen). Plus the basement is more isolated and quiet which would be a better environment for a chameleon. I'm the only one who goes down there on a daily basis, or really... ever. lol. My desk is down there.
Please let me know what you think asap. Thanks! I also have a big apple herp heat rope and a thermostat for it, but I haven't installed it... Unsure about it.

U can put your bulbs in a dome and put on screen just make sure that a vine that he or she will bask on is about 6 inches away...this should significantly raise temps with those types if wattage your using
 
Really? That alone can help? Thanks. I'll just have to watch that it doesn't get too close. I'm planning to get a baby one and I've seen them climb upside down on the screen before.
