flexwatt, they have been making it for 30 years.
even if you plug it directly into the wall, its only 20 watts per square foot peak.
My second (or first depending on how handy you are) choice are the 12v pet heating pads, the are also 20 watts per square foot peak.
There are currently 3 generations of the controller:
1) just has high and low for 86 and 110/113. These are nice because its not "10 watts and 20 watts" they are temp regulated. The controller is white

2) they are adjustable, and are in celcius. I have this model. The only down side is if you unplug them, you have to manually turn them back on and reselect the temp. The controller is blue/purple

3) (also called 5th gen) can be setup for F or C. The down side to these is that have a timer so they can only be ran for 12 hours. The controller is black and white.

Do the pet heat mats go up to 90°?

The lowest they go is 86. If you want 90, you want the ones i have, the blue/purple controller ones that stay on forever. You do have to set them to 32c though

I’ve used ones that are for plants and have the thermostatic control thing. To prevent possible problems, I do keep my bin elevated for air flow beneath.
