So, it is VERY cold here and it is startibg to snow. I am off to school in a few minutes and Sylvesters cage is ventilated in the front. The thermometer says its about 60 degrees. Would it be OK to put both heat lamps on?

Scratching

Every time Sylvester is in my hand or he is climbing, he always brings his hand to his throat and rubs it. Sometimes he gets his nail stuck, but i help him out. Is this any sign to something?
Thanks again

Lets see if I understand your questions!

When you say heat lamp, do you mean his basking lamp?
What are you using for a basking bulb, and how are you measuring the temp
at his basking spot?

Not sure what you mean by "both" heat lamps! you have 2 basking lamps?

Do you mean his UVB?
You need to give him both. What kind of UVB are you using?

I dont understand your scratching question, unless he is just scratching
his shed skin!?

But yes, if you are only reading 60F, then you need to warm him up!

You should ALWAYS have your basking bulbs on during the day, temps need to be over 80, useually around 85 for younger chameleons.

You should also have a uvb bulb.

Are you asking if you should turn things on, because you dont normally keep them on?

please clarify

Camimom, i have a UVB light for the day and a red one for the night. I keep one always on. Im just wondering, since its cold, if i can have both on at the same time.

I have one UVB light for him. For the day time. I have another one thats red for the night time. Both the heat lamps (yes i bought the bulbs for heat) are giving less heat than they used to for like forever. It used to be at about 85-90F in his cage. Also how can i keep him warm from that? Ive noticed some of my house lights are going out so i am very worried about what to do. I am a beginner in owning a cham, so i do not know what else can keep them warm. Sorrt if you stool cant understand my cruddy words :/ anyway thanks!

Make sure its a 5.0 uvb and not just a basking light (which is what the red one is)

You need both a UVB and a basking light on during the day (12 hrs). At night there should be nothing on. If it gets too cold at night, a ceramic bulb and covering the sides should work (just check the temps), all it does is provide heat. They are able to withstand the upper 50'sF.

Lastly - From what i hear, the red light hurts their eyes.

Hope this helps. Also, check out the caresheets on this site. It will help you out tremendously.
