Hatchling seems lethargic

Hey! just had might first baby emerge last night but it seems lethargic. doesnt move to much and rarely has it eyes open. is this usual? also while im on the topic does anyone have a good link to neonatal care?
 
We need more info from you and pictures to say anything, pictures of the whole viv, lights and everything, what and how often you are feeding? and a close up pic of cham
 
He's not eating anything. He was out of his shell almost 12 hours ago and moved him from his hatching medium to new cage maybe 3 hours ago. I will post pics but I don't those are the issue he's been this way since hatching? Got a full spectrum day light bulb and a uvb light in a 18x18x36 cage. Not to much greenery in there as trying to keep my eye on him but do have a hibiscus.

That red looks almost like a prolapse, but I have never had hatchlings this young, so it might just be the yolk. More pics please.
 
Try backing off the UVB bulb. Raise it up several inches or even turn it off and see if he improves. It can be too much for their eyes. Don't expect him to eat immediately may take a day or two from hatching to start eating.
