How about you rewrite them has height length and width. I assumed both bases were 18 by 36, and one was taller than the other.

Or you could do the math. its about 8-10 watts of led per square foot.

Cage one W24xD18xH36 (theres 2 of those)
Cage two W30xD18XH36

Well lets do some maths, but it will be measured in yankies

24x24 bottom is 4 sqft or (x144) 576sq inch , and that needs 5000 lumens to be considered good enough to grow a hibiscus.

18x36 bottom is 648 sq inch.

So you need a bit more than 5000 lumens.
So you are a tweener. You need 2-3 of the 15 watt units per cage

id start off with 2 per cage. And in a few months if things are not looking good, switch to 3 which would be 1 bulb per foot of cage.

what about one 24w? or one 36w? instead of two 15w

im sorry i thought your cages were 3ft long and a bit over a foot deep, thats why i was suggesting 2-3 bulbs.

24x18=432. (3sqft)*8 to 10= 24-30 watts
30x18=540. (3.75sqft) * 8 to 10= 30- 37.5 watts

So those are the ranges.

So the 24x18 could get the 24 watt:
