I don't even know haha I think it's either a certain amount of posts on the forum or a certain length of time being part of the forum.

It's to prevent people from making multiple accounts to post over and over about selling their cham...

It's a combination of time here, number of posts, and reputation received from other members. There are several discussions in the site assistance forum that might be useful to you. And xephyr is correct, I believe it is to prevent abuse of the forum, for classifieds, photo voting, and etc.
