Flap Neck Advice sought

Chameleon Info:
Your Chameleon - Flap Neck, Male, approx 4 months old I have had him for 2 weeks
Handling - Only when absolutely necessary
Feeding - Hoppers, crickets, gutloaded with rocket and greens daily approx 5 a day and wax worms once a week
Supplements - calcium dust on all insects every feed, nutrobal once a week (includes vitamins)
Watering - three times daily or when needed to keep above 50% humidity, have seen the cham drinking but not when or shortly after i mist the enclosure
Fecal Description - dark and tough with bright white urate not tested for parasites
History - healthy from birth came from a well known breeder

Cage Info:
Cage Type - glass front back and bottom, mesh panels in both sides and full mesh top 60 x 60 x 30
Lighting - reptiglo 5.0 tube 18" for approx 12 hours a day, 50w basking light
Temperature - lowest temp (room temp) is 70f enclosure floor 75f basking has been as high as 92f but now 85f thermometers inside enclosure thermostat controlled basking lamp temps measured at basking vine
Humidity - hygrometer inside the enclosure, levels above 60%
Plants - i have an umbrella plant that i have re-potted with organic compost and I have stones on the top of the soil
Placement - in a small utility room that has a room temp of 70f approx, 1 meter from the floor to the bottom of the enclosure a fairly low traffic room
Location - Newcastle upon tyne, UK

Current Problem -

1, I am worried about the temps as he has been sitting under the lamp with his mouth open after i have turned the thermostat down he has been found sitting on the reflector above the uv, I thought he was too cold? Should I have another source of heat as a way of raising the general temps of the whole enclosure???

2, I think he may be starting to shed, but I am not sure - he has small white spots appearing. He has been flattening his flanks and angling his body into the lamp as if to heat himself but then after a while he sits there and opens his mouth as is he is too hot! I would expect him to move lower down the enclosure to a cooler temp?

I am a beginer with chams but have done a lot of reasearch and asked every reptile specialist so many questions and I think I have a good enclosure for a baby, I intend on replacing this setup when he grows. Any advice at all will be massively appreciated as I just want the wee fella to have a great start!
