Female Veiled is Always Un-receptive

I have had my female (Mozy) since she was a tiny little thing. She is around 14-15 months old now and has never laid eggs or mated. I noticed her getting a bit bigger in November and after a bit of research I decided she might lay eggs. I saw her walking around the bottom of her cage and prepared for it. I have had a laying basin set up for her for the last 3 months or so and nothing has happened. I got a 1.5-ish year old male just over a month ago. I have showed them to each other about 10 times and she has been unperceptive every time. She seems in good health, she eats a few crickets and super worms a day, regular bowl movements, not aggressive or discoloured. She is a bit darker in general than she used to be but not all the time. When she is relaxing in her cage she has the colours of a sexually mature+accepting female but always gapes and sways when she sees the male.

Is this normal?
Could she be egg bound?
Could she still be developing the unfertilized eggs?
Could it be a territory thing? because he is new?

I was hoping to get a clutch of eggs but I am more worried about Mozy than about her not breeding. I hope someone can help.

Its possible she is refusing him because she is already producing eggs. If that's the case, I would expect her to lay eggs about thirty days from her first refusal to mate.
 
I hope so. I think its already been 30days but she looks a bit bigger now so she still might lay. Could it be a time of year thing because I think she knows its winter
