Feces or hemipenis hanging out of cloaca (furcifer pardalis)?

Hi, we are proud owners of a panther chameleon since 2 months. He is doing really well and is a great eater. Since yesterday, something is hanging out of its cloaca. We guess it's either a piece of feces or one of his hemipenises. In any case, it doesn't go away or go back in. Pics are attached. Can anyone help? Is there anything (urgent?) that needs to be done? Could be a sperm plug. I don't think it's a prolapse it's not large enough. You might have to take a paper towel, and gently see if you can get it out don't force it.

Agree with brownie64, looks like a sperm plug. They usually come out easily.
