I just made my veiled chameleon a new cage but I'm scared he might fall from the top should I put some dirt or something so he can at least have something to cushion his fall? (Still need to add all the plants and more vines)

Bare bottom is best if not fully bioactive. As long as you have enough plants and sticks he’ll be fine. Many cages are done bare bottom.

If he falls while in his cage, odds are he will just grab on to a trailing vine or branch.

If your husbandry is correct, and you provide lots of branches, vines and safe live plants, he shouldn’t fall.

I’d be more concerned about the branches he would hit on the way down to the floor injuring him than what was on the floor. The chameleons can fall in the wild intentionally or accidentally and survive…so I don’t think there’s a lot to worry about generally.
