Enclosure Help

I currently have an 18x18x36 enclosure for my baby male veiled and I'm going to get a 24x24x48 for when he is biggrr. My question is is there a type of chameleon that can live in a 18x18x36 or maybe a female veiled? If not are there any ideas of what I can use the smaller one for?
 
A carpet chameleon is small enough for that enclosure. A mount meru Jackson's chameleon would be small enough as well.
 
I'm about to add some actual plants to my enclosure and as wondering what type of soil to use. I have miracle grow at my house if that works. I'll be putting rocks over the soil so Chet can't try to eat it.
