I can't help you with the insurance question, as I've never looked into it (but know it exists), but I'll tell you what I keep in my emergency pet bin.
Mind you, I have geckos and dogs as well, so I keep stuff that may be more for the dogs than the reptiles, but you never know what you can potentially use in an emergency.
I have a large plastic storage container that contains:
- Small plastic containers for each reptile. These have pre-drilled air holes and have the pet's name, species, and gender on them so that if anything happens, people know what each one is.
- A roll of paper towels.
- A few towels, I think 2 small hand sized ones and two large ones.
- A hand mister
- Cold and hot packs
- A small first aid kit with the typical stuff, gauze, bandages, skin tape, etc.
- Scissors
- Extra plastic containers for packing things like pet food if I have time.
And I think that's about it. I have just the essentials in case we have to run out. I don't have travel cages or anything, figuring I can get to safety and set them up somehow, but they wouldn't be a bad idea. Something like butterfly cages would work as temporary, collapsible homes.
