Hard to tell by the photo, but you can sex your Veiled by seeing if your animal has a noticeable tarsal spur (bump on the back of the hind feet). Males will have tarsal spurs and more prominent casques.
Females can have stripe patterns and males can have spots at that young age... While they do have more splotchy pattering compared to males, young veiled tend to have the same patterns until they mature. The spots you may be referring too are what you watch for when the females are sexually mature and show mustard colored spots indicating they are receptive.
Like mentioned before, best way to sex Veiled is by the back of their rear foot.
