And he holds his mouth open for long periods of time. This mean anything?

Fill out the How To Ask For Help thing. To my understanding, Chams open their mouths sometimes when they are basking. However, if they do this a lot, their temps might be too high.

it looks like in the second picture you had just sprayed, so he was probly just cleaning his eye.. thats what it looks like at least, I can tell you he looks wayyyy too skinny and dehydrated. how often does he drink/eat? how much do you offer food and water?

Mouth opening can also mean there is a possible respiratory infection present. it can also mean he is too hot as mentioned.

He closes his eyes when he is in his cage, and he won't even look at food.

Between that and you saying he opens his mouth open, i'm leaning toward a respiratory infection.

Could you please fill out the "how to ask for help" form?

please fill out the form as requested. If there is nothing wrong with your set up and care that could be causing the eye closing then you need to have your chameleon seen by a vet.

What type of "ivy plant" are you using? Could it be toxic and irritating his eyes?
Was he like this when he showed up, or did he get like this after arriving?

Rarely opens his eyes. The ivy plant is just called Ivy, couldn't tell ya which kind. He hasn't opened his eyes since I got him. He will open them every now and then but only when I am holding him. I force fed him three crickets, (when he opened his mouth I stuck the cricket in and he started chewing). Just wondering why he won't open them!

I took him to the vet today and the vet said that his eyes are discharging a liquid that is keeping his eyes shut. He opened them with a q-tip and gave me some eyes drops to give to him. He said it should be cleared up in about a week. Anybody else ever had this problem?
