My 2.5month year old panther ambilobe male climbs up on the roof of the cage and hangs right below the basking lamp and UVB. Various websites and threads say it is ok because they exersize and get stronger that way, others say they can get severe burns and hurt there hands causing infections.......
What should I do, Allow the top of cage to be crawled apon or eliminate all access to the top?
 
it's fine. they enjoy it.
yes they can get burned if the heat lemp is too close or of too high watage, but it should be fine otherwise.

I would put more vines/branches at the top of the cage so your cham can get close enough to the bulb without having to climb on the screen and then you won't have to worry about it. :) If there are some there already you may need to move them closer or add some foliage around the top so he feels safe and somewhat hidden instead of vulnerable going up to that area. A burn is possible if the temperatures are high and he sits there for a long time.

On a branch he's not going to get as close as he is on the screen itself...

If he's trying to get warmer then provide him a good place at a safe distance rather than making him get as close as he possibly can by climbing the screen.
