Dead skin injury pre ownership

Hey everybody. Shenron came to me in poor health and had this mark on his back leg. He has since had two sheds and is in great health. The mark on his leg is still there however and I was just wondering if you all had any insight to what it is. I will post the proper info tomorrow morning I just wanted to get the wheels turning.

It looks like a burn. Apply some Neosporin on it, not too much, and keep an eye on it.
