I’ve had my veiled Cham for about 1 and a half months and he/she not sure yet has been pretty scared of me. She runs when I open the cage. I put my hand in there for a few minutes and she just sits and stares usually. Is ever gonna get comfortable? I haven’t taken in her out since I got her cause she runs and I don’t want to stress her. I would love to take her out to go outside.
 
That may come, but I think you have a way to go first.
Chameleons—like many reptiles—are pretty much only one step up from the bottom of the food chain. Almost anything they're not looking to eat is—or may be—looking to eat them. From their POV, you're big & scary, and do big & scary things. Earning trust (and convincing them you're not going to eat them) is the first step, and all the steps can take time (more or less because they're all different).

There's some pretty good information on this site (and others via google) on earning their trust and taming in general. Try searching the archives for threads on taming, and/or:

One trick you might try... Take a handkerchief (or some article of clothing of similar size) that has not been washed in fabric softeners or other fragranced detergents, etc., and wear it under your shirt against your skin for a day or three. You're trying to get it to smell like you, i.e. get your scent on it. Then put it in your cham's enclosure for several days. The objective is to get your cham used to your scent, and that it's not going to hurt them.
 
You had a husbandry review in another thread, but didn’t post a pic of your cham. We can help you figure out gender if you provide some good pics, especially of the back end and feet.

I don’t know how to take my Cham out so I can’t really get a good pic of the feet
