I have a repti fogger and i want to know if i can put ice in the water so i can cool the terrarium with the mist?

I don't know much about the repti fogger. But you can always buy a cool mist ultrasonic humidifier if you want to create a humidity fog effect. You can buy them at target or almost any store.

I have one on my Chinese Water Dragon and just us pond or large aquarium tubing to pipe in the fog.

Cold water is fine.
The cold water in your house is actually "cleaner" as it does not sit in a water heater tank getting nasty. At least thats my understanding.
If you are using tap water with it, be prepared for it to stop working.
When this happens, you can use white vinegar to clean the deposits off the transducer.
