Yes, they can swim. I've seen this video before and it's not the first time on the forums. I'm glad to see that you are curious as we all once where.

As long as we consider that just because the poor thing can physically move itself through water doesn't mean it chose to swim or enjoys it. Probably will do whatever it takes to reach the shoreline or a branch. Chams can inflate themselves to minimize impacts from falling too. If this little cham fell off something and hit the water it was probably inflated already.
