Chameleon is always in hiding spot, I never see him bask

I have an 8 month old panther Cham that always hangs out on one branch in the middle of the cage, with the densest foliage. I have not seen him venture out to bask in weeks. He's gotten really spoiled and will only take crickets I hand feed (I began doing this to ensure he was eating since he doesn't move around and I think he got used to it). I am worried that he isn't getting enough UVB. A few times I gently nudged him to get him to come out, and he will sit out for about 15 minutes, then right back to his hiding spot. I've taken him outside a few days as well, but it's been consistently cloudy the past week, and when it gets colder this won't be an option.

What should I do? For awhile he was really dark in his hiding spot, but he has been gradually getting lighter which makes me think he's not there because he's scared.
Cage is 2x2x4 reptibreeze. I've got one huge money tree, a pothos, and some fake vines.
Temps are 90 basking, 75 ambient.
Humidity is between 50-60, with mister running 45 seconds every 4 hours.
He eats about 4 crickets a day, daily dusting of calcium w/o D3, and twice monthly with D3.

Any help would be great!
 
The basking area may be a bit too hot for him, if you raise the basking lamp or lower the basking area he may decide to come out to bask a bit more
