For humidity, you could try adding a cool mist humidifier to the room (not the cage) and a computer fan to the top of the cage. My ambient is usually 72. This strategy helped me get my ambient temp down to 68 degrees. This allows me to use a fogger.
With all that being said, my Veiled is fine without a fogger. I hand mist morning and evening. I run a dripper during awake hours. His urates are nice and white. If I see a half peachy, half white urate, I increase the length of the misting sessions (3 minutes).
IMHO, One of the best things you can do for a Chamelon is provide outside time. Natural sunlight, heat, and a change of scenery does wonders for color and energy.
