Can hydroballs be used without an additional substrate to increase the humidity?

I need to increase the humidity in my terrarium and have been looking into using hyrdoballs but I don't have any other substrate on the bottom of the terrarium. Can the hyrdoballs be placed on the terrarium floor to help with the humidity or is another substrate required to put on top of the hydroballs?

when i made my terrarium i placed river rocks,hydro balls dirt and then coco fiber(mine is for geckos).... i needed the dirt and coco fiber to plant my plants in....but if you have a chameleon then i dont know about the substrate....if you are using it for a cham then maybe you could place soil and then put big river rocks over top of the soil to cover it.....hope that helped:)
 
Ya I dont see why you couldnt but just to be careful make sure and watch him but I doubt tey could harm him in any way.
