Different states will have different requirements regarding any permits or licenses that you may need, both to first house and breed reptiles, and then to sell them. Your local municipality may also have statutes that you must abide by. I suggest an on-line search of your state's Wildlife department. It can vary greatly from state to state, although I suspect that Texas is well-organized on it. If you then wanted to import or export across international borders, you would need to deal with USF&W regulations and licenses. Good luck !
