Black Spots on Panther Chameleon's Neck

Hello, my year old panther chameleon has developed these black spots on his neck/chin. They appear to be on the surface, almost as if I could pick them off. Has anyone seen anything like this before? Thanks!

Is there something he could scratch himself on? It looks like a healed scratch to me. Could be just his coloring..

It's sort of grown/developed overtime. It's not a common part of his coloration. It does sort of remind me of a scab though....or like a mold....
