You haven't answered any questions about your supplementation or lighting. You simply just said, "this isn't your first chameleon". However lizard loungers are meant for Bearded Dragons not really a veiled chameleon
Their nails can easily get stuck in the rope and be lost leading to infection. I too see signs of MBD as well. In a Cham that young MBD can be life threatening. So again we will ask you what type of lighting are you using and what is your supplementation schedule? Also what are you feeding your Cham and what are your gutloading with?

What is your supplement schedule and types being used? Type of UVB lighting? Diet and gutload being used for feeders?
As mentioned, he for sure has MBD. Its your responsibility to figure out why he has MBD and correct the issue. The fall could definitely have caused the visual symptoms which means his bones were already weakened prior to the fall....
