7 month old veiled eye problems.

Im freaking out and i don't have money for vet. my chameleon has went on a "hunger strike" this past couple days. He drinks quite frequently though but has slowly and progressively turned lazy. he's not as active and he is normal a lighter pattern than normal . today i realized his eyes were more "out" than normal and on the side of his eyes thats closer to the from of his mouth there seems to be some swelling. its not big its very minor for the moment but i want to ensure his safety . he is in a about 20 by 20 by 36 cage i believe which i know is too small i have the new cage coming within the week. I'm stressing out and would appreciate any tips i can get i will post a picture soon!

please help me
