These are ficus they are the easiest to grow of the ficus family. the latin name is (Ficus lyrata - synonym Ficus pandarata). i dont know about their toxicness. they do grow fast though and get rather large up to 25 feet.
you would ave been better off with a epoxy than silicone. but any way did you tamp the coco bedding into the silicone or just spread it ontop of it. In order for it to really adhear to it it will need to be tamped into the silicone.
Your plants should be fine with the fluorescent lights. as you will fine most people use these lights and have grate success with them. i would worry more about the light requirments for your veiled and finding plants that will grow well with thoughs requirements and are safe.
