Some people recommend not handling new chameleons for around 2 weeks, so he may be stressed. Not to mention you said he is in a high traffic area.
I would try to move the cage to a quieter place, not handle him, and mist!!!!! If the water is warm my Nosy be loves to sit in the mist.

Mercury vapor bulbs do put off UV. She was basking under it this morning. No worries, on the lecturing thing i mean. You're just being helpful!! The mercury vapor bulb is just too hot to place very close, so I raise it and check temps often to be sure she isnt getting to hot.

Sometimes after a meal my chameleon will get on her basking branch and lean all the way over and puff herself up really large and turn her darkest colors. Just maximizing surface area to get the most from the light.
