yes! safe and sometimes even better for your cham as long as you've cleaned them and made sure no outdoor bugs are on them (the outdoor bugs might have parasites or other health-related warnings)

leave him alone for a bit besides food, then after a while try a worm treat and offer him your hand. hope this helps.

The "reptile guy" at my pet store told me to use a 15.0 UVB because that's what he used for his chams, so I'd say a 10.0 would be fine. I suggest zoo med.
