I don't think silks are overly sensitive to temperature. I just keep mine in a rubbermaid container with the lid loosely on top outside all the time. Day temps have been about 75-85 where I live and drop to about 60 at night. No casualties. So a constant house temp of 70-72 is fine I think
1) Don't buy a heated rock. A UVB 5.0 light is essential. The only lights I use are a uvb 5 and a household 40w
2) She will lay eggs without breeding. I'm not exactly sure when female veilds develop eggs though but you need to watch this video...
They grow extremely fast. So don't worry about it if you can only order the babies right now, because in a week they will all be about an inch long if you provide them with unlimited food

You can use a stick/branch and get him to climb on it to take him out, then let him walk on you when he has no choice lol.
