^^Correct, I have the top of my cage at around 7 feet. Also that waterfall is a big no-no, it can easily become a huge breeding ground for bacteria which in turn can affect your cham. A properly placed dripper can do the trick for watering, as well as the daily mistings. Good luck!
I've been having to administer liquid calcium into my little guy every day since he has been diagnosed with MBD. I just hold him and gently pull down on his "throat sack"(for lack of the proper word) and then my girlfriend squirts it in. This is how my vet showed be how to do it.

Well what I was getting at is that I highly doubt that one receptacle is a dedicated circuit, meaning there are probably more receptacles in line, on the same circuit as that one. TV, computer, 2 powerstrips, plug and cord lights, that adds up pretty fast.
Be careful plugging to many things into one receptacle. Not only can it can trip breakers leaving your cham with no heat, uvb or misting for the day due to excessive load on the circuit breaker, but it can also be a fire hazard due to excessive heat on the wire leading to insulation breakdown...
