From every picture you have posted the animal is weak,thin,dehydrated, and looking gravid, and in a few of the pictures it looks bowlegged....though I do think that could be from...
First off he is outrageously skinny (just to confirm) his legs look like toothpicks :/
If you were not dusting with calcium w/o d3 at feedings, most likely he has MBD or a mineral/vitamin deficiency
If that is not the outstanding reason... it would guess parasites? have you had any fecals...
If your doing that,
perhaps offer the chameleon some of the fresh veggies as well?
Veiled's are known plant eaters - but most species can eat it as well, its just up to the individual chameleon.
