Are you planning to put more lights on top? For that size rack I had three 48" side by side and the 36" on the end. If you space them about 1' apart you'll have great coverage. It's how we kept those plants alive for so many years.
I think you get quite a bit when you order the AquaZamp system. I'd say for most people, time is money... In the AquaZamp Premium systems you get everything needed except the water (costs a lot to ship water, and can be found locally to most customers pretty easily :p:D).

For a Panther I would do three mistings a day. Personally I wouldn't buy the misting system, I'd buy the RainDome system... but that is just me. :D

For a chameleon, fog really isn't much help other than to raise humidity. The way chameleons are hydrated is to drink from the leaves of plants after it has rained or some can get enough from morning dew.
Also take a look at the AquaZamp Express kit. After shipping, pretty much the same price, BUT, Made in the USA, NSF components (food grade) and a higher quality system all around, and more expandable.
