I would recommend you wait until the female is a year old - or really close to it. At 8 months she is still growing and will have to split calcium between growing and producing eggs and that can add additional stress.

Well, as to building your own cage that is really a personal decision. Do you like doing that kind of thing? Do you have the tools to do it? It is very easy to build your own but you may end up spending more as you find other things that would make it better! :)
Typically you can get the feed when you get the worms. I haven't tried getting the leaves myself, I've only used the food.

Veiled can be some of the meanest guys out there. Mine would tolorate being handled when I was still getting his cage ready for him and adjusting things... Now he will hiss and lunge at me whenever I get near. Even when all I'm doing is feeding!
I would buy a 5.0 long bulb for the hood. One basking spot will be good. Some have 2 on the larger cages but the chams seem to stick to one anyway...
Also, is that a water dish in there? Toss that, chams like to drink from the rain (so, with all of ours, from the misting).
