Breeding them is not hard, but they are a high maintence feeder insect. There's many, many guides out there on how to breed them. A quick google search will give you all the links you need and many more.

Old food, skinny roaches, some even dead. A substrate, especially an edible (and a mold-prone one at that) like oats is not needed.
Maybe the roaches wouldn't mind, but I wouldn't feel comfortable feeding any to my animals.
As far as I know, chameleons are animals of habit. Any change in their schedeule is bound to stress them out. You can't compare human emotions to a reptile.
You're in Texas, so think about culturing them. MUCH cheaper than buying them online, and you end up with more than you can ever need. They're EXCELLANT feeders.
