How are you measuring temps ? I would use a digital gun to get a constant read. Also 60 humidity, is that after you mist? Or is that all day, veiled can stand low humidity levels than most other species . I would say 50 humidity is good and a spike of 70 or a little higher is alright

88 degrees basking is too hot for a young chameleon , he is letting out heat when his mouth is open. Low 80-83 is ideal for young veiled chameleon basking spot .
I would look around here on the forums for a breeder in the uk , we have a classifieds ad. I can promise that any chameleon that you buy off a forum member will be just as good if not better.

Now when you say the temp is constantly 80-83 is it in the basking spot or all around?
The hibiscus will more than likely die without sunlight so have a back up plant to use and switch out with ( every week if possible)
