Check the tops of the trees in the morning. I found my escaped jackson basking first thing in the morning, way at the top and I was using binoculars. He was in the neighbors tree and we had to use a 20ft ladder plus a 6 ft branch to get him!

My suggestion is to turn off the UV coil bulb for several days and see if he begins to open his eyes. Leave the heat light on during the day. Some of those coil bulbs are too strong. The link above has lots of information about lights.
There are quite a few seasoned chameleon keepers on this forum who have had immense success with a broad variety of species.
From experience, I can tell you, not all vets are accurate in the assessment of chameleons.

Is it a coiled bulb? Yes, I would at least turn it off for a few days and see if he will open his eyes. If it is too strong it can cause blindness along with burns.
I would remove that immediately, they have been known to be too powerful.
I had babies actually get thermal burns from the compact UV bulbs along with eye issues. You should invest in a linear UV bulb.
