I am trying to be as sensitive as possible here, but are you just going to give a sick chameleon to someone else to avoid paying the vet bills? If she truly has URI a vet visit and some meds will do her well. If she is sick enough to be "suffering" you should not be trying to get someone else...

If she is holding her head up, maybe gasping/yawning, and bubbling, I would say URI.

Sounds fine. I would make a cage on wheels that fits in the corner so you can still get around it or move it. :)
