As stated by others on this thread, you need a vet. Fast. However, I am able to speak from experience from what this is. My first chameleon, flower, had exactly this. Two separate vets were clueless and unable to assist her. It started with the bubble when cleaning her eye. And closing it. She...
On a side note, it says you are using a t8 uvb. It would be beneficial to upgrade it to a t5. Not sure if there are any other discrepancies in your care

Pete when he was smol. Sorry for running off of old photos, his untimely passing prevents new ones. Note-I would much rather somebody else take the rewards should I end up with something. I just wanted to brighten somebody’s day.

That lighting is not suitable for a chameleon. The coil uvb is not good, and will need to be replaced the a t5ho linear bulb. The heat bulb can be replaced with a normal incandescent bulb, and the night heat light is not needed. The cage is way too small, a full grown veiled will need a 24x24x48.

Back from the vet on the check in appointment. We did some acupuncture in case there are any nerve problems, and restocked his meds. It's going to be a long road, but a hopefully successful road for Pete's recovery.

He's doing a bit better. He still won't move his back legs, but he is gaining weight. Also, thanks to the vet, my parents have allowed me to get silkies and hornworms.
Update: We got a lot from the vet. He was severely malnourished and dehydrated, and they were unsure if the back legs were neurological or from not eating. We received pain meds, injectable antibiotics, critical care, and calcium to mix into the critical care. We have another appointment in two...
